The reason why it is safe to skateboard on the grass is that grass is softer than a concrete surface. When you fall, the fall will not be hard.
Why Is Skateboarding On Grass Is Prohibited?
Some places don’t allow people to step on the grass because the grass will get destroyed before it grows. Same with skateboarding. Skateboarding on the grass might destroy the grass and other plants on that grass. That is why some places prohibit skateboarders from skateboarding on the grass.
